todd he is in term. armor, the model i mean, cmon man hes in a 40mm base, what dude in power armor (or in his case runic armor) is sold to the masses on a 40mm base, all marines that are sold to the masses on a 40mm base is in term armor, all guys sold in pwr armor are sold on the smaller base
in the entry you can get him in either runic armor or term armor (which you can buy by paying more pts)

Base entry states: runic armour with option to upgrade.
Rules state: you are to use the base provided with your model.
If his model is provided with runic armour and a base then you are to use what you are given.
The entry states runic armour so there for he is in runic armour.

if it looks like term. armor then it has to be term armor...
besides when has gw ever put a guy in pwr armor on a 40mm base, if you see a character on a 40mm base, the player is the one that did it for whatever reason he/she wanted to

I will only add one thing to this. Look at the left shoulder of the model. that is the crux terminatus (SW modified) symble which is traditionally only worn by individuals in terminator armor.

40k-rules aren't meant to be any kind of physically correct anyway, else
there won't be such ridiculous rules for movement, cover saves, invul
saves, initiate attack order in close combat or whatever. They are a
mechanic, a set of rules to grant a nice and balanced way to toss around
little plastic and metal toy soldiers. Not more and not less.

its obvious that this particular model is terminator armor.
runic armor = artificer armor with extra psychic protection.
but since its Drew's tournament, let him make the call i suppose

Sorry but the entry says he's in runic armour so that makes the model in runic armour for all intents and purposes until you pay 25 points for the upgrade then its termie runic armour.
If drew rules I can use the model then so be it. Until then model is in runic armour end of debate unless upgrade is bought

just because the rules he comes with runic armor and has the ability to upgrade to terminator armor has absolutely nothing to do with the fact that this particular model is in fact a terminator armored model.
GW has a weird habit of producing models that either lack options that the character/unit/vehicle (in this case runic armored version). The fact that you can purchase a model that has upgraded equipment has no bearing on what that model is...

must you use the base provided ...yes
the fact the GW neglected to produce a runic armor version of this special character is irrelevant for the arguement of what kind of armor he is wearing.
all that aside, does it matter, normally no
